This is the 2019 Pride of Two Nation 2 coin set from Canada. The U S mint and RCM Canadian mint collaborated in this joint effort. The US produced 100,000 sets while the Canadian Mint produced only 10,000 sets. Thats why you see the numbering on the COA.

These RCM sets are very scarce. The 2nd set is the same coins in US packaging.
